St. Louis, Kansas City and Springfield are different markets

Missouri is divided into rating areas, and carriers price the same plan differently in each one. A plan quoted for a business in Clayton can cost more or less than the identical plan in Springfield, Columbia or Joplin. The carrier list changes too: Blue KC only sells in the Kansas City region, while Anthem covers most of the rest of the state.

That is why every Missouri quote starts with your business ZIP code. For many teams a fully insured small group plan is still the right answer. The point is to see every carrier selling where you are, not just the one that mailed your renewal.

How Missouri reviews small group rates

The Department of Commerce and Insurance publishes the rate changes carriers propose each summer, then posts final rates by October 31. For 2027, UnitedHealthcare proposed an average of 17.23%, Blue KC 15.58%, Anthem 14.56% and Medica 12.61%, as of July 31, 2026.

Those are averages across each carrier's book. Individual plans moved as little as about 9% and as much as 27.6%. If your renewal sits at the high end, price a level-funded plan beside it, and read our 2027 rate increase guide to see how Missouri compares with Kansas.

Missouri teams with staff across state lines

St. Louis employers often have people living in Illinois, and Kansas City employers often have people in Kansas. A group plan is written where your business is based, so its network has to reach those employees too. When it does not, an ICHRA lets each person buy an individual plan in their own state while you set one budget for everyone.

Before choosing, list where your employees live and which hospitals they use. A plan with a strong St. Louis network may be thin in Columbia, and the reverse is just as common. That list is the first thing we ask for on a Missouri quote, because it rules carriers in or out faster than price does.

When are Missouri's final 2027 small group rates set?

Can a Missouri plan cover employees in Illinois or Kansas?

It can if the carrier's network reaches them, which is common near St. Louis and Kansas City. If it does not, an ICHRA lets each employee buy a plan in their own state.

Is an ICHRA a good fit for a Missouri business?

It can be, especially for teams spread across regions or states, or owners who want a fixed budget. We price an ICHRA next to a group plan so you can compare real numbers.
